I can help you with both of those two issues (unless you are posting from a mobile device.
First there is a button in the header at the top of each sub-forum (not the headers at the top of the page that have the user control panel, and stuff like that, but the header below that) you can use to post a new topic:
on the appearance thing there is a small window that lets you select the style of the board from Morrowind, to Skyrim ,and a few other themes including Mobile only:

It is hard to tell what will run a game and what will not.
My Morrowind computer ran Skyrim on low to medium settings, and it was built 13 years ago specifically for Morrowind. It had a 1.8 gig AMD 3000+ processor with 2 gig RAM, and one of those ATI All in Wonder GPUs that had a coax cable in, and out for watching the tele on my machine or watching the machine on my tele (up to 1024 x 768, which I only bought because the back of the box had a MW screenie of a nekked Argonian running through Caldera), all on a First Main Board Motherboard with integrated Sound. I was amazed to see that this ran Skyrim so well, bu teach set up is a a little different. Not one thing on that set up met the minimum requirements for running Skyrim, and I guess maybe I pushed it a little hard because my PC started failing me in the early spring of 2012. Oddly it was not the processor that went, or the GPU, or even the MB, but instead it was the HDD that failed me after 11 years of dedicated service.When my faithful Hard drive went it took with it a cave system I was making for MW/TB/BM/TR map 2 that had many deep dark levels, and many mean ugly monsters,a nd many friendly underground dwelling communities, and many not friendly underground dwelling communities, and many many pitfalls, and drop offs to certain death, and many exits to the over world (one in or near every major, and minor settlement In Morrowind, it's expansions, and Tamriel Rebuilt Map 2) that I had been working on for 8 years.
As for Steam it is well....
It is steam they install a client to your machine which will allow you to chat with your friends that have steam, or make new friends that have interest in games you play, and you can have it launch your other non-Steam games from the client, an dyou can buy games from them that your Steam client will then Download, and install. While I do not like the fact that it is required to have steam installed to run Skyrim, I have taken advantage of the many many many Steam sails to get most of the games I got for like 75% off retail price or more.
Also Steam has a HUGE community of Modders that Mod for Skyrim, and the Steam Workshop working with the steam client,and your Skyrim install will automatically install, or remove any mods that you subscribe to on steam, including updating when a new version comes out. This does not mean that you can not find Skyrim mods any where, Nexus Mod Manager works with Skyrim as easily as it does with any other Bethsoft game, and there are a number of international mod sites dedicated to Skyrim as well.Steam is one of those things that either you love it or you hate it, with the very few people that fall into the "meh" category. Having never finished the Oblivion Main Quest I can not for certain say weather or not Skyrim has a better story then Oblivion, I can say that I've spent 1644 hours playing Skyrim, as opposed to prolly half of that in Oblivion. Though neither combined comes even close to 1/4 of the time I've spent in Morrowind over the last 12 years.
One more thing before I go (and this is aimed at both Malgremor, and Biobreak) is that there is a GHF Steam group if you wish to join Send me friend request on steam, and a private message on GHF with your steam name (so I don't just dismiss the friend request), and your intention of joining the steam group.
