Well I'm not sure why but everytime I had long loadtimes in Oblivion, restarting my computer fixed it.

A clean restart and making sure there are no unnecessary processes running in the background is always good advice no matter what game you're playing.  Since this is bottom line troubleshooting, there is no reason to believe it won't help with Skyrim.

When troubleshooting any electronic device, you start with the basics, like "Is it plugged in?"  When troubleshooting a computer program you still start with the basics, like "Did you do a clean restart? Do you have any programs running in the background? Do you have the latest drivers for your graphics card? Is your save in a graphics/script intensive area?"

You can't bend the laws of information transfer with a rebuilt game engine any more than you can change the highway speed limit by buying a new car.

Restarting doesn't help, no background issues, everything up to date, and everything else I know to try. No mods, no editing, nothing. A stock Skyrim.

We all know that Windows doesn't handle the memory to well and sometimes I run Auslogics Defrag to get better performance of my HDD.  Perhaps you're but I too also having long loading time in Skyrim.
