Texture Files Subfolder ?

In my Data Files/Textures Folder is a long list of files that include,  _tx, TX, tx, and Tx.  The _tx files, I'm sure go into their own folder.  Can all the others go into one folder, i.e. tx ?

You would want to leave all of the textures in the same file structure that the mod they come from uses. There is no real strict policy when it comes to Morrowind, when it comes to Texture name, or even texture folder paths except that which is imposed on the mesh maker who applied the textures to the meshes. So as a result you can have textures with naming conventions "Basetexture_tx", "Tx_Basetexture", "_txbasetexture", "TXbasetexture" etcetera, and so forth, and on, and on. If you are having issues with textures not showing up in game you can look at the mesh that is not getting it's textures in Nifskope, and you should be able to find the correct texture path need for that mesh. Some of the older mods needed textures to be in specific folders within the texture folder, and most of the good modders of yore were very good about writing in the readmes included with the mod where textures needed to be. These same good modders were also decent about packaging the mods with the textures in the necessary folders.

If you are not getting any texture errors in your game then you would probably not want to move any of the textures in your textures folder.
